The BBC has adopted this lotting approach in order to provide the opportunity for small and medium sized businesses to tender, and to ensure the best service delivery and value for money is achieved across the estate.
This is and exciting opportunity for local, regional and UK-wide businesses to bid for some or all of a potential of GBP 47,500,000 contracted spend over a (maximum) 5 year period.
It is expected that contract(s) will be awarded in April 2014 for a period of 3 years with the option to extend for a maximum of 2 years.
The BBC reserves the right to combine or collapse lots during the process. The final lotting strategy will be based on the markets interest in the lots and achieving best value for money.
It is currently anticipated that the catering services will be delivered on a non-subsidised basis, however, the BBC reserves the right to re-assess this position during the course of the procurement.
The full catering requirements comprise of, but may not be limited to, the four following areas:
A) Catering concession – cafetria / tea bar food services (in core hours), including automated vending machines.
B) Out of hours Catering – as above delivered in non-core hours.
C) Corporate catering – refreshments and food provision for offices / meeting rooms and corporate events.
D) Local kitchen replenishment – staff self-making tea and coffee facilities:
— A and B above for the purpose of this notice are described as ‘Over the Counter Staff Spend’.
— C and D above for the purpose of this notice are described as ‘Corporate Catering’.
The 8 Lots are:
1) London Central;
2) London West / Outer;
3) South;
4) Midlands;
5) North;
6) Wales;
7) Scotland;
8) Northern Ireland.
Applicants are asked to note the following:
1) Appendix 2 of the prequalification questionnaire details the main buildings and their locations where a full catering service is required, including the approximate number of staff to be catered for. Some small sites not listed in appendix 2 will require minimal services for which further details will be provided during the later stages of the process.
2) Service Providers will need to engage and work closely with the BBC’s FM provider, ensuring cohesive performance and management information is captured through interfacing with the FM system. Further details of interface requirements and collaborative working will be provided during later stages of the process.
3) The estimated range of values for each Lot is split between Over the Counter staff spend and Corporate Catering. Further details of the split are included within the PQQ document. Section II.1.8 show the combined estimated range of both areas.
4) At the next stage, all tenderers will be required to provide a separate tender for each lot they are interested in. Organisations should note that whilst the BBC is currently not minded to consolidate all 8 lots advertised, it reserves the right to do so based on market interest and best value for money.

Section III: Legal, economic, financial and technical information
1. You should first go to the BravoSolution eTendering portal at the following link: https://www.bbc.bravosolution.co.uk
2. Once in the BravoSolution portal you have 2 possible options:
a) Without having to register you can select ‘View tender opportunities’ and click on ‘Current Opportunities’ to view a summary of this project. If you would then like to formally express an interest and view the documentation you should follow the instructions in b) below.
b) Register your company (if not already registered) by clicking on the ‘Register’ button (this is only required once). Next, you should accept the terms and conditions and click continue – Enter your correct business and user details – Note the username you chose and click Save when complete – You will shortly receive an email with your unique password (please keep this secure). You can now formally express an interest in this tender.
3. Express an Interest in the tender – Login to the portal with the username/password – Click the PQQs / ITTs Open To All Suppliers link. (These are Pre- Qualification Questionnaires or Invitations to Tender open to any registered supplier) – Click on the relevant PQQ/ ITT to access the content. – Click the Express Interest button in the Actions box on the left-hand side of the page. – This will move the PQQ /ITT into your My PQQs/ My ITTs page. Section IV: Procedure
