Lot No: 1 Lot title: Car Park Management and Operation

1)Short description:

Lot 1: Car Park Operations and Management.
TfL seeks to appoint an experienced car park operator to work in partnership for the management of its 62 London Underground station car parks. There may also be opportunities to incorporate other TfL car parks into the portfolio in future.
The car parks consist of 9,902 spaces of which 9,250 are chargeable, other bays being provided for blue badge holders and staff.
Bidders must demonstrate their experience of all aspects of car park management, and their capability of delivering integration with new technology, including ANPR and wireless bay sensor systems and in enhancement and improvement of car parking.
The contractor will be paid a Management fee on a fixed cost basis with performance related bonuses for revenue targets, delivery of KPIs and successful deployment of agreed initiatives.
Services will include:
— Management and deployment of staff.
— Provision of a wide range of payment options (including phone, online, smartphone app, including the current cashless Park and Go system or equivalent system).
— Ability to integrate with ANPR and wireless car park bay sensor systems.
— Cash collection, management and reconciliation.
— Management of CCTV and Help Points on car parks.
— Management of capacity, occupancy and compliance to terms and conditions.
— Security and customer service, including the operation of a 24 hour CCTV control facility, with response to customer help points. The car park operator will retain responsibility for all customer contact.
— Provision for a British Transport Police viewing facility in the London area.
— A comprehensive cleaning and maintenance service covering all car park assets including payment terminals, surfaces, lining, lighting, CCTV, help points, vegetation, fencing and drainage.

Lot No: 2 Lot title: ANPR (Automatic Number Plate Recognition) Services

1)Short description:

Lot 2: Provision of Automatic Number Plate Recognition (ANPR) system for car parks.
TfL expects to progressively deploy ANPR systems in a phased manner at around 36 locations, being those that have more than 100 spaces and feature controllable entry and exit lanes.)Bidders will be required to include options for the ongoing operation and maintenance of this equipment and integration into the new management contract, including the cashless parking platforms, web-based services and back office processing systems.
Bidders will deliver at an agreed fixed cost. The deployment of this technology will need to seamlessly integrate with the Car Park operator’s back office systems.
Bidders for the ANPR provisions must be able to provide the following services:
— Integration of ANPR systems into a 24/7 control room.
— Integration of ANPR technology into selected car park management contractor back office systems and processes.
— New or upgraded car park payment terminals to be deployed at car parks.
— Integration with other technologies such as mobile phone and web systems.
— Management of specific lists of temporary or permit ‘approved lists’ for key contractors, suppliers, and staff, integrated in real time with the ANPR system.
— Management of contraventions, with a full end-to-end process description, detailing the role of the car park management contractor, the ANPR provider and any third party hardware or software supplier.
— A fully comprehensive maintenance service, with high levels of specified reliability and quick response times.

Lot No: 3 Lot title: Wireless Bay Sensors for Car Parks

1)Short description:

Lot 3: Provision of Wireless Bay Sensors for Car Parks.
TfL seeks to procure wireless bay sensor technology covering all spaces in approximately 30 car parks in a phased manner. Other car parks will have smaller numbers of sensors deployed for specific spaces, including ‘Premier Parking’, Blue Badge bays, short stay, pick up and drop off or staff bays. This technology will need to be integrated into the new Car Park Management contract, including payment platforms and back office processing / management reporting systems. Bidders will need to be able to provide the following services:
— Ability to detect when a bay is occupied, with proven reliability levels
— Transmission of the data relating to the bay activation to one or more web database (via its own servers), including time of vehicles entering and exiting bays.
— Ability for a wireless bay sensor system to detect and identify a permit held within a customer’s vehicle.
— Ability for a wireless bay sensor system to detect a payment via a standard mobile phone or smart phone / handheld device (whether through a server or directly).
— Ability to match payment transactions with bay activations to identify contravention levels.
— Provision of back office systems with a range of management reporting tools such as heat maps and bay history.
— Ability to output real time occupancy data to web / satellite navigation systems.
