Description of the contract

The Royal Parks manages eight of London’s Royal Parks – St James’s Park, The Green Park, Hyde Park, Kensington Gardens, The Regent’s Park (and Primrose Hill), Greenwich Park, Richmond Park and Bushy Park. It is also responsible for a number of other areas including Brompton Cemetery, Victoria Tower Gardens and Grosvenor Square Gardens. The Royal Parks is an executive agency of the Department for Culture, Media and Sport. The Chief Executive supported by the Senior Management Team, is responsible for the day to day management of the Royal Parks and is accountable to the Secretary of State for Culture, Media and Sport. The Royal Parks’ inherent purpose is to conserve and improve the fabric of the Parks including their building and structures, to improve the presentation, safety and enjoyment of the Parks for the benefit of visitors and through its conservation policies to contribute to London’s biodiversity. We are looking for a car parking services provider for The Royal Parks. Pay and Display parking controls were introduced into the Royal Parks in 1995, initially in Hyde and Regent’s Park and subsequently, in 2000, in Greenwich Park. All regulations apply to designated parking areas only and do not include disabled parking bays and illegal parking outside of these areas, which the Metropolitan Police are responsible for policing. The annual income of the Royal Parks from the P&D parking controls is about £1m and the total value to the winning tender over the course of 5 years will be about 1.5m. The successful bidder will be required to enforce the parking controls, including cash collection, issuing excess charge notices and any subsequent follow up action.
