Cardiff Council is seeking a joint venture development partner for the HPP which aims to deliver significant housing development spread across approximately 40 sites in the Council’s administrative area. It is currently estimated that approximately 1 500 housing units will be provided during the course of the HPP.
It is intended that the HPP will be able to deliver 40 % affordable housing, sustainable developments, regeneration of communities and achieve high quality, highly energy efficient homes integrated with their surroundings. The housing units will be delivered in 3 phases of development, each phase achieving around 500 units across a range of sites, with progress to the following phase being dependent on criteria which will include measurement of performance on earlier phases. Phase 1 of the programme is intended to commence in 2015.
The HPP will involve a works concession in respect of the market housing which will be used to fund the affordable housing. In addition the Council has approved a capital subsidy of up to 33 000 000 GBP to support the project in the event that the concession value is insufficient to fully fund the development of the affordable homes and wider regeneration work.
The Council aims to create local jobs and training programmes and deliver wider community projects to ensure the HPP brings real investment to the city.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.co.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.

Precise information on deadline(s) for lodging appeals: The Authority will incorporate the mandatory standstill period as directed by the Public Contracts Regulation 32 (1) to 32(2A) and send the award decision notice which will include: the award criteria, the reasons for the decision including the characteristics and relative advantages of the successful winner; if the bid is held not to be compliant with any technical specification, the reasons for that decision; the name of the party to be awarded the contract, and a precise statement of when the standstill period is expected to end, including how it may be affected by any ‘contingencies’, e.g. complaints or challenges, and the date after which the contract may be entered into. Applicants will have the duration of the standstill period to ask further questions or bring proceedings. Such information should be sought from the contact named in Section 1.1 of this notice. It should be noted that the Authority is now automatically obliged to refrain from entering into a contract when proceedings are brought in respect of the award decision and the contract has not be entered into or the framework concluded.
