Description of the goods or services required

Social care makes a substantial positive difference to people’s lives. It helps people retain or regain their independence and dignity. It helps them overcome difficult situations or transitions in their lives, giving them more choice and control. The Council’s Social Work Service wishes to invite tenders from suitable organisations to enter a Framework for Care and Support at Home Services to ensure a high quality care and support market for people who need assistance to live independently. The service may include the provision of personal care, housing support, domestic support and/or therapeutic support and may be provided in the person’s own home, or in other places as required. Care and support at home will be delivered to people with a range of needs including, older people, people with a learning disability, people with mental health problems and those with physical disabilities or sensory impairment. Providers are required to be registered to provide care at home and/or housing support services.

Total quantity or scope of tender

Currently, approximately 5500 hours per week of care and support at home is commissioned from the independent sector in Aberdeenshire, the estimated total value of the framework is £3.5 million.

3 Conditions for Participation

3.1

Minimum standards and qualification required

To gain entry to the Framework providers will need to evidence their suitability and competence and demonstrate their financial viability.

The evaluation will take place in 2 stages – (1) Selection, (2) Award.

Stage 1 involves an assessment of the Responses to the Selection Questionnaire, tenderers that pass stage 1 shall be taken forward to stage 2.

At stage 1, the Council will disqualify any Tenderers who:

a)meet any of the mandatory rejection factors specified in regulation 23(1) of the Public Contracts (Scotland) Regulations 2012 as amended (“the 2012 Regulations”) (see Part B of the Selection Questionnaire). Meet any of the relevant optional rejection factors specified in regulation 23(4) of the 2012 Regulations (see Part B of the Selection Questionnaire)

b)fail to submit a completed Response to the ITT before the deadline stated in the Tender Timetable

c)fail to submit a correctly completed and signed Declaration

d)fail to submit a correctly signed confirmation of ability to comply with terms and conditions and service specification.

e)fail to meet the minimum standards of economic and financial standing specified in the ITT:

Also at Stage 1, the Council may disqualify any Tenderer who fails to provide a Response to any questions in this ITT or inadequately or incorrectly completes any question.
