Care at home and housing support services across the Council area for a range of service users including predominately older people and by exception adults with needs arising from a learning disability, physical disability, mental health issues or addiction, families with children and other vulnerable groups with housing support needs.
Any decision on selecting companies for inclusion in the tender panel will be based on an assesment of responses to the PQQ. The assessment will be in two stages. The First stage will be PASS or FAIL. If any section is assessed as FAIL the application will be deemed unacceptable and will not progress to Stage 2. Stage 2 will assess the responses received in respect of the completeness, relevance and clarity of the response received. Responses will be scored against the maximum weighted scores detailed below. Areas covered in the assessment are as follows:

All prices in the tender must be in Sterling (GBP). Payments will be made to the appointed contractor in Sterling (GBP), all as detailed within the tender documentation.
III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

Tenderers will require to form a legal entity recognised by Scots law. There is no preferred form of economic operator but each individual in any group is to be jointly and severally liable for the contract. In the event of an associated group of companies being successful, the Council will require each company to be jointly and severally liable for the satisfactory performance of the contract. This assurance will be required in writing before any contract can be awarded to such a group.
Tenderers will be required to confirm that none of the factors listed in Article 47 of Directive 2004/18/EC and Regulation 23 of the Public Contract (Scotland) Regulations 2006 (as amended) are applicable to their organisation.
