The Council, along with service users and Providers, wishes to operate an outcome based approach to the purchase and provision of care at home services. Outcome-focused services aim to achieve the goals, aspirations or priorities of the individuals and offer a more flexible way of delivering care to support people to live independently at home for longer.

Section III: Legal, economic, financial and technical information
III.1.4)Objective rules and criteria for participation
— Must meet the required registration standards for a care support service with the Care Inspectorate in Scotland.
— Expected to have a current ratio of min 1 for last 3 yrs. Reasons for not meeting req value to be disclosed.
— Must hold, or commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:
Employer’s (Compulsory) Liability 10mil GBP
Public Liability 5mil GBP
Professional Indemnity 2mil GBP
— Bidders will be required to confirm that they have the following:
Be registered with the Care Inspectorate as fit to manage a care service
Care Inspectorate Standards Min Grade 3
— Managerial staff must have the following qualifications:
Reg Managers minimum of SVQ L4 or equiv in Management and Health and Social Care
Supervisors minimum of SVQ L3 or equiv in Health and Social Care and 2 units of SVQ L4 or equiv in Management by 30/06/2017

IV.1.11)Main features of the award procedure:
Proposals will be evaluated with a Quality weighting of 100 %. Written method statements will be weighted at 70 % with the highest scoring Tenderers being invited for interview, weighted at 30 %. Services shall be carried out at a fixed hourly rate of 15.49 for Urban Areas and 17.00 for Rural Areas. For Remote Rural Areas an additional payment will be made based on a proportion of the rural rate of 17.00 GBP.
