Social work services with accommodation. Residential nursing care services. South Gloucestershire Council is seeking expressions of interest from organisations currently registered with the care quality commission as providers of accommodation for persons who require nursing or personal care to provide new care home services in South Gloucestershire for older people and people with dementia to the Council.
The successful bidder will commission two new 60 bed care homes providing personal and nursing care for older people and people with Dementia on sites previously occupied by the council’s internally managed homes. The sites will be provided by the Council and leased to the provider.
One home is envisaged as a replacement for an existing specialist residential home providing personal care to residents with Dementia. On the opening of this new home residents from the existing specialist Dementia home will transfer over. It is envisaged that the existing staff will transfer in line with the Transfer of Undertakings (Protection of Employment) Regulations 2006. The additional capacity in the home will be provided as nursing care for people with dementia.
The second home, which is not intended as a replacement for an existing home, is planned as a care home providing nursing care and personal care for older people and no transfer of council staff is envisaged.
On completion of each CQC compliant and registered care home the Council will grant a long lease and enter into a contract for 30 beds in each home in the proportion of 20 residential beds and 10 nursing beds in the specialist dementia home and 15 residential beds and 15 nursing beds in the other.

This is a part B services contract and this notice is published on a voluntary basis. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SME’s). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
Subject to satisfactory financial approval and upon terms to be agreed, the Council will consider providing the successful bidder with a proportion of the funding towards the delivery costs by means of a capital loan at a commercially competitive interest rate.
The date given in IV 3.5 for date of dispatch of invitations to tender is a best estimate at the time of OJEU notice submission.

Precise information on deadline(s) for lodging appeals: South Gloucestershire Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
