Warwickshire County Council and NHS Warwickshire North CCG, NHS Coventry and Rugby CCG, NHS South Warwickshire CCG are seeking further tenders for some of their Care at Home services.
This is a refresh tender for Lot 2 (supported Living), Lot 3 (Live In Care) and Lot 4 (Complex Clinical Care) to allow new providers to apply for a contract for these services and to allow those who are unsuccessful first time around to re-apply. (Note: Providers who were successful in being awarded a contract previously should not re-apply for any Lots they were awarded).
During the life of these contracts the services may be modified and varied in order to meet the changing needs and demands of WCC, the CCG’s and the customers. These changes could include (but aren’t limited to) initiatives to deal with short term emergencies, facilitating hospital discharge, prevention, night-sits etc.
Please note Lot 1 Domiciliary Care is not being refreshed.

II.2.4)Description of the procurement:
Generally for customers who require more than 28 hours of support and any night support whose support meets the principles that are defined in the Reach Standards in Supported Living.
This service is for all adult customer groups from the age of 18 onwards and may also support young people in transition.
This service is for both WCC and CCG customers who reside in Warwickshire and CCG customers who reside in Coventry.
This service will operate on the basis of a single area framework.

Generally for customers of the CCG’s who require care that must only be performed by a skilled staff member that has been deemed competent and received delegation from a qualified nurse to perform that task. Complex clinical care may be delivered in a domiciliary, supported living or live in care setting.
This service is for all adult customer groups from the age of 18 onwards and may also support young people in transition.
This service is for CCG customers who reside in Warwickshire or Coventry.
This service will operate on the basis of a single area framework.

III.1.4)Objective rules and criteria for participation
All as detailed in the tender documentation.
The Council will undertake its financial assessment of the tendering organisation (and if considered necessary by the Council, any partners within a consortium bid) based on its own evaluation of the tenderers’ most recent 2 years accounts (or if 2 years accounts are not available, equivalent evidence which confirms financial viability). The assessment of accounts will be supported by an independent credit reference report from Creditsafe where this is available. The Council may also impose a Bond or Performance Guarantee on the successful Tenderer. Minimum level(s) of standards possibly required: Evidence as stated in the tender documentation.
