— Glasgow City Council invites tender bids for the provision of carers support services,
— Glasgow City Council hopes to appoint one provider in relation to each of the 6 core service lots,
— Glasgow City Council hopes to appoint one provider in relation to the City Wide information service lot,
— Glasgow City Council hopes to appoint providers in relation to each of the 3 additional services lots.
A provider can be appointed to no more than 2 lots and where possible not in the same geographical area; excluding lot 7 and additional support services. The appointment of providers will be on the basis of most economically advantageous tender and the score awarded at tender evaluation stage.
Providers must be in a position to commence service delivery from the 1.5.2019.
The contract is expected to run for 3 years, commencing 1.5.2019 and ending on 30.4.2022.

The carers information service is a key part of Glasgow’s universal offer of information and advice for all carers in Glasgow and neighbouring HSCPs across GGC NHS board area. It serves as an integral part of the Glasgow Carers Partnership single point of access.
The CIS must be available Monday to Friday 9:00 am – 5:00 pm by way of communication methods such as e.g. email, website contact etc. It cannot provide counselling, advocacy or ongoing case support.

Section III: Legal, economic, financial and technical information
III.1.4)Objective rules and criteria for participation
Tenderers are required to meet the following:
— are you confirming to having a minimal of 2 years of delivering carers services,
— are confirming to having the required service base(s) (as detailed in the Technical Specifications and ITT document) for the 4 weeks prior to the service commencement date within your elected the service localities,
— are confirming to having the required staffing for the stipulated service commencement date.
III.2.2)Contract performance conditions:
The objectives of the service are:
— carers will be respected as key partners in care and will have access to the integrated and personalised services they need to support them in their caring role,
— carers will be supported to lead more independent lives in the community, and have a life of their own alongside their caring role,
— carers will be supported so that they are not forced into financial hardship by their caring role,
— carers will be supported to maintain their health and well-being,
— carers and young people will have improved outcomes and these will be measured and reported.
For young carers, a key objective of the service will be to protect children and young people from inappropriate caring roles, contribute to the support they need to learn, develop and thrive, to enjoy positive childhoods as per GIRFEC.

The award criteria will be most economically advantages on a 90 % Quality + 10 % Cost ratio.

A summary of the expected community benefits has been provided as follows:
Glasgow City Council is committed to promoting community benefits through its procurement activity. A community benefits statement template has been included as an attachment in the qualification envelope on PCSt at Section 4. Applicants are required to complete this template as part of the ESPD qualifying criteria.
