Description of the goods or services requiredCarer support services comprising: LOT 1 – IDENTIFYING UNPAID CARERS Carer awareness raising, carer identification and support to ‘hard to reach’ groups, including BME (black and minority ethnic) groups / gypsy travellers / LBGT (lesbian, gay, bisexual or transgender) carers, etc; LOT 2 – TRAINING AND ADVICE FOR UNPAID CARERS Information and advice services; carer training specific to caring situation or condition, carer training via learning opportunities; financial planning support and welfare benefits advice; LOT 3 – CARERS’ HEALTH AND WELLBEING: EMOTIONAL SUPPORT AND GROUPWORK Carer health and well-being support in South West Edinburgh – emotional support, one-to-one support and groupwork; LOT 4 – RESPITE SERVICE FOR UNPAID CARERS Flexible respite services for adult carers in all adult care situations; LOT 5 – SUPPORT SERVICE FOR YOUNG ADULT CARERS Transition support services for young adult carers identified (16 to 25 years old); and LOT 6 – PERSONALISED SUPPORT FOR UNPAID CARERS Local personalised carer support in three geographical localities – South West Edinburgh, South East Edinburgh and North West Edinburgh. Additional InformationThis Contract Notice relates to a Future Contract Opportunity (FCO) Notice published on 8th August 2014 (SC Ref:314908). A briefing meeting for potential service providers will be held at The Melting Pot, 5 Rose Street, Edinburgh EH2 2PR at 09:30 on Thursday 9th October 2014. Information will be posted via the Public Contracts Scotland website after the meeting to ensure that anyone unable to attend is made aware of what was discussed. Appeals Procedure A tenderer that suffers loss as a result of a breach of duty under the Public Contracts (Scotland) Regulations 2012 may bring proceedings in the Sheriff Court or the Court of Session. The City of Edinburgh Council (the Council) will have a minimum voluntary standstill period of 10 days before awarding the contract. The communication of the award decision notice will be sent by fax or e-mail to all tenderers on day 1 of the voluntary standstill period. If proceedings are started in the Sheriff Court or the Court of Session against the Council in respect of the decision to award the contract within the voluntary standstill period then the Council is prevented from awarding the contract. Post contract award the Sheriff Court or the Court of Session may (1) award damages provided proceedings are brought within 3 months from the date when the grounds for the bringing of the proceedings first arose (2) be entitled to issue an ineffectiveness order or impose a financial penalty on the Council. A claim for an ineffectiveness order must be made within 30 days of the Contract Award Notice being published in the OJEU or within 30 days of the date those who expressed an interest in or otherwise bid for the contract were informed of the conclusion of the contract or in any other case within 6 months from the date on which the contract was entered into.
