Description of the contract

The Council wishes to undertake market sounding on Carers Services within Camden and would welcome the views of providers on the questions within the market testing questionnaire. Interested parties will not be prejudiced by any response or failure to respond to this soft market testing/sounding exercise and a response to this notice does not guarantee any invitation to participate in any future public procurement process that the Council may conduct. The Council is proposing to tender carer services, with a new contract/s to start on 1/04/13. The contract will be for an initial period of 3 years with the option for 2 extensions of 1 year each. BACKGROUND – The Council aims to commission a pathway of services which meet the needs of adult carers living in or providing care to a resident in Camden. Carers are being increasingly recognised as a vulnerable group that is at disproportionate risk of health inequalities. There is national agreement that supporting carers and their families using a planned and a co-ordinated approach leads to better outcomes for both the carer and cared for person. The national and local carers strategies are clear that support to carers should be tailored to meet individual need, enabling carers to maintain a balance between their caring responsibilities and a life outside caring. There is also a clear focus on ensuring that carers are supported to maintain their health and wellbeing and this focus will be embedded within the local Health and Wellbeing Strategy. Carer support in Camden is currently provided through a range of services. This fragmentation of services can lead to confusion and inequity for carers. It is proposed to tender services so that carers can more easily access support and advice for themselves regardless of which organisation recognises their caring role. The range of services we aim to commission for carers includes: Information and signposting, Advocacy, Social activities, Training , Carer led forum, Camden Carers Voice, Hospital Discharge support for carers, Stroke specific carer support within hospital, Psychoeducation and training for carers of people with dementia, An activity based service for people with dementia and their carers, Targeted work with younger adult carer aged 18-25 years, Mental Health carers and Learning Disability carers, Developing Primary Care awareness and support and health checks for carers, Information and Social activities for carers from various cultural groups such as Greek, Bengali, Somali, Life outside caring opportunities, Short term emergency breaks Service outcomes will be related and specific to each service area. The Council will welcome bids to deliver these contacts from partnerships/consortia of organisations working together, particularly those involving VCS, SME and specialist providers. The Council considers that such partnerships will strengthen the delivery of service outcomes.
