We make quality homes affordable, providing a wide range of rental and home ownership opportunities for people at every stage of life. In 2011, we were named Affordable Home Ownership Provider of the year. We aim to deliver outstanding customer service, and are always striving to improve. We provide a range of online services and information for our customers.
CHL has a significant development programme, and it is anticipated that up to 800 units per annum could be delivered through the framework agreements across the geographical areas of operation. The predicted works value related to the construction costs that are predicted (but not guaranteed) at 300 000 000 GBP over a 4 year period.
The requirements include mainly the provision of new homes including affordable rented accommodation, low cost home ownerships, private sale, mixed tenure schemes and some major refurbishment and regeneration.
CHL wishes to establish a framework agreement with contractors who can deliver the required services on this varied programme. The Framework Agreement will consist of:
Lot 1 – works contractors – construction projects of any value.
Under the framework agreement Catalyst Housing Limited and its subsidiaries (both current and future) will have the option to call-off contracts with contractors as and when works are required. The current subsidiaries of Catalyst Housing Limited are Vintage Care, Barnet Community Homes and Catalyst by Design Limited.
In addition, other Social Housing Providers in the UK (both those that are in existence now and those that may come into existence during the term of the Framework Agreement) will also be entitled to call-off contracts under the Framework Agreement. “Social Housing Provider” for this purpose means any provider of social housing and includes registered providers (as listed on the Tenant Services Authority web site: www.tenantservicesauthority.org), local authorities and ALMOs.
Applicants should note that, under the framework agreement, no organisation that is entitled to call off shall be under any obligation to do so.

Section III: Legal, economic, financial and technical information
Description of particular conditions: Contractors may be required to participate in the achievement of social / or environmental policy objectives relating to recruitment, training and supply chain initiatives. Accordingly contract performance conditions may relate to social and environmental consideration.
Minimum level(s) of standards possibly required: Candidates may be subject to an independent financial check. Candidates may be required to meet the minimum risk of business failure and Candidates will be required to demonstrate a turnover of XXXXXXX GDP. Minimum level(s) of standards possibly required:
Candidates will be required to pass a competency based assessment on the Construction (Design and Management) Regulations 2007 Approved Code of Practice. Details are provided in the PQQ.
