The Office of the Gas and Electricity Markets (Ofgem/the Authority) aims to bring choice and value to all gas and electricity customers by promoting competition and regulating monopolies. Further information on Ofgem can be found on its website www.ofgem.gov.uk.
Ofgem wishes to appoint a Service Provider/Caterer to undertake Provision of a Catering, Conferencing, and Hospitality Service at its London headquarters situated at 9 Millbank, Westminster SW1. This is a replacement for the current contract due to end on the 28.2.2013. The contract duration shall be 4 years with break and extension options. The potential Caterer should be experienced in delivering similar provision.
The building is co-tenanted with current occupancy of around 900 people but in addition a further 700 people have access to facilities. The Authority has a popular onsite Restaurant and Café and all occupants are permitted to use these facilities which have a combined seated capacity for around 150 in addition to providing a takeaway service.
Its facilities and equipment are modern and have been regularly renewed over the life of the current contract with investment from the Authority. The Caterer will have access to all of these assets at no charge.
Currently, the average daily footfall for the restaurant and Café is 626, representing an approximate monthly income of 26 000 GBP. There is also an active in-house conferencing facility which the potential Caterer will also service.
The Authority is seeking progression from it current subsidised cost model, as it aims to have a nil management fee/nil subsidy catering facility with all operating costs including labour, food and consumables covered by the income generated. A self-sustaining proposition should offer benefits to both the Caterer and the Authority. The Caterer will have some autonomy, but inevitably will need to work within negotiable tariff parameters with scope for income generation. The Authority will provide support to publicise and market the function.
The Authority requires an efficient and quality catering service provision with due regard to all relevant legislation and Health and Safety and hygiene standards. A courteous and timely delivery of services with choice and offering value for money for staff/consumers are key drivers for this provision. As a Public body, the Authority will require the Caterer to operate in accordance with the Government Buying Standards, which strive for sustainable and ethical provision.
Staff resources will play a key role in this service provision and the possibility of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) being applicable to this re-tender will need to be considered. Currently, the Service is provided by 14 full-time equivalent staff – all security cleared.
The Authority is holding an open Industry Day and invites interested organisations to attend on the 29.6.2012, starting at 13:00, at 9 Millbank, Westminster SW1. The event will comprise an introduction to the Authority’s requirement, an overview site tour of the current facilities, and a question and answer session. The procurement process adopted for this tender will be a competitive exercise conducted in accordance with the Open Procedure of the Public Contracts Regulations 2006 as amended.
The Authority envisages publishing the contract notice week commencing 9.7.2012 with a deadline for full tender proposals of around mid September 2012. In-depth site visits will be offered week commencing 16.7. and 23.7.2012 as required. The successful Caterer will need to be available to start the contract at the 1.3.2013, with potentially a lead-in mobilisation period of 6 weeks prior to assuming full control.
