Whilst there is no statutory duty to provide the Service directly, the provision of good quality, affordable meals and hygienic learning environment is recognised as major factor in facilitating children’s learning.

The recent trend for schools to become independent, combined with the inability of the Council to enter into enforceable contracts with Council controlled schools has contributed to a lack of long term business planning and investment.  Additionally, changes in Government policy regarding free school meals bring a further change in dimension.

In this context the Council has conducted a high level options appraisal which has led to a decision to consider developing the business case for the potential transfer of the Service to a mutual organisation.

It is envisaged that the greater independence and flexibility of a mutual will allow the Service to respond better to the changing needs of its customers and the challenges of operating in a shifting market place.

It should also, as an organisation, be better placed to take advantage of other new commercial opportunities.  It is hoped that in this way the employees of the business can benefit from a more secure outlook and share in its success.

Progression to a mutual is, however, subject to approval by the Council’s Executive of a detailed business case and implementation plan.
