Cheshire East Borough Council and Cheshire West and Chester Borough Council (CWAC), are seeking provider(s) of catering services at up to four Extra Care Housing schemes. Bidders may bid for one or more schemes. Estimated contract start date is 1.2.2018, until 30.1.2021; this may be extended at the discretion of the Councils for up to 3 x 12-month periods, until 30.1.2024. Note –participation is via electronic tendering via ‘The Chest’: www.the-chest.org.uk — refer to section VI.3 below for further information.
The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SME’s).
For the avoidance of doubt, the contracting authority points out that no weight will be attached to whether or not an economic operator is an SME in selecting economic operators to submit tenders or in assessing the most economically advantageous tender.

Value provided is the estimated sales revenue over the full 6 years (including optional extensions), the contract is for an initial 3 years, estimated to start on 1.2.2018 until 30.1.2021, extensions until 30.1.2022, 30.1.2023, and 30.1.2024.
The Council considers that TUPE will apply.

In accordance with Regulation 86 (Notices of decisions to award a contract), Regulation 87 (Standstill Period)and Regulation 91 (Enforcement of duties through the court) of the Public Contract Regulations 2015 (as amended).
Cheshire East Borough Council as the lead Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days provides time for unsuccessful tenderers to review and scrutinize the award decision before the contract is entered into.
