The Animal Health and Veterinary Laboratories Agency (AHVLA) on behalf of Defra and the Governments in Scotland, Wales and Northern Ireland has developed a Bacillus Calmette-Guérin (BCG) cattle vaccine against bovine Tuberculosis (TB) and an accompanying diagnostic test to Differentiate Infected from Vaccinated Animals (DIVA). However, to provide additional data for licensing of the vaccine and international acceptance of the DIVA as a trade test, further data is needed on the performance of the vaccine and DIVA test under UK field conditions. By agreement with the European Commission, Defra are seeking a delivery partner to conduct robust scientific field trials of the vaccine and accompanying DIVA diagnostic test. The field trials will need to be carried out in accordance with Good Clinical Practice (Veterinary) and Animal Test Certificate guidelines.
Work is currently under way to define the scope and scale of these trials which we expect to begin from 2014 and take place mainly in England and Wales, over a period of 2 to 5 years. Draft protocols for the trial would be made available before the start of the trials.
The trials will be expected to:
— Provide validation data to World Organisation for Animal Health (OIE) standards on the sensitivity and specificity of the DIVA test
— Measure the effectiveness of vaccination under UK field conditions.
— Provide further data on the safety of the vaccine.
— Provide information on the practicalities of using BCG cattle vaccine in the field; and
— Possibly collect economic and social science data on cattle vaccination and testing.

The Contracting Authority intends to use an eTendering system in this procurement exercise. Two supplier days will be held, one at a London venue on 24th September and another at a Cardiff venue on 30th September. The purpose of the supplier days is to provide a forum for potential suppliers of all sizes to gain a broad understanding of the requirements for a cattle vaccine and DIVA field trial. It will also provide an opportunity to share and gain feedback which may be used to shape and refine the proposition before any formal procurement commences.
