- Islington Council invites suitable expressions of interest from suppliers to install cavity wall insulation at around 780 properties within Islington Council’s housing stock. This represents a further phase of Islington Council’s Home Energy Efficiency Programme. The properties that require insulation generally have demanding access requirements, varying from around 2-9 storeys in height, so the cost of the works to the Council will be significant. Therefore, the Council’s procurement rules will require a tender process is undertaken, in order to appoint a successful supplier. Islington Council is looking for companies who will install cavity wall insulation at the properties in question. Access equipment will be required at many if not all of these blocks. Companies bidding must be able to provide the necessary access equipment themselves, as Islington Council will not be able to supply this.
We envisage a contract for these works lasting from January 2012 and finishing by 31st March 2012. Given the tight timescales, suppliers must be in a position to complete the works and invoice for these before 31st March. With the budget for the project so tight, suppliers are advised to consider unusual or innovative approaches to minimise access costs, as these will form a very large part of the total cost. Suppliers bidding will need to survey the blocks in question before quoting, and this can be undertaken in the period from now until the deadline for the tender return. In any tender applications, suppliers are expected to show the total cost for each block in question, and also how tenders are broken down in terms of: Cost of insulation works, Cost of access equipment, Any other costs (if applicable), Level of CERT and any other grant funding the supplier can source towards the works. It is expected suppliers will have access to grant funding and that grant offers or estimates will be included as a part of any tender return. (If required, breakdowns of property types and bedroom numbers can be provided by Islington for each block, to obtain the most accurate estimates of available CERT funding.) The total maximum budget including grant funding is £474,000. As well as providing an overall cost, suppliers will be required to indicate a breakdown in terms of insulation costs, access costs (and any other costs), as well as showing what grant funding the supplier can reasonably expect to source. This is illustrated in the pricing schedule within the tender return documents.
