Introduction and background It is the intention of Selby District Council to formally contract our Closed Circuit Television monitoring, maintenance and installation requirements and remote control of the Selby town centre automated bollard system. The intention is to establish a framework and contract separately the CCTV monitoring and barrier control requirements from the CCTV maintenance requirements. Interested parties will have the opportunity to tender for one or both lots within the framework Agreement. Lot 1 – Monitoring & Barrier Control Selby District Council is seeking expressions of interest from parties able to meet the necessary industry professional and technical competencies and standards that have a proven track record of town or city centre Closed Circuit Television monitoring and recording facilities, and automated traffic barrier control. The Closed Circuit Television network will consist of approximately 10-15 cameras within the district of Selby. Proactive monitoring will be required on a limited basis mainly during evenings and weekends. It is intended that connection to the camera network and barrier control will be via a secure link to a control hub situated in Selby; however other solutions may be considered. The monitoring provider should also have the ability to link in with Police (airwave) radio systems. Lot 2 – Maintenance Selby District Council is seeking expressions of interest from parties able to meet the necessary industry professional and technical competencies and standards that have a proven track record of maintaining and installing town or city centre Closed Circuit Television camera networks. The Closed Circuit Television network will consist of approximately 10-15 cameras within the district of Selby. Regular, periodic servicing and maintenance of the cameras will be necessary along with ad-hoc repairs as required. In addition Selby District Council will require the chosen party to engage in decommissioning and removal of unused Council owned Close Circuit Television cameras within the district and potentially the installation of additional cameras if needed. Contract Duration This will be a 4 year Framework agreement commencing during the Autumn of 2012. Operatives will need to deal with busy street scenes and work in conjunction with the Police, retailers and other local authority representatives and partners. They will need to exercise their duty of care on behalf of Selby District Council to safeguard residents and visitors alike.
