The town centre CCTV cameras in Andover and Romsey are nearing the end of their life and due for replacement. Replacing the cameras will allow for the introduction of digital cameras which can send images via a network to a digital recording facility. It has therefore been agreed to:
— Replace the town centre CCTV cameras,
— Implement a new digital CCTV recording facility internally at Test Valley Borough Council’s offices.

II.2.1)Total quantity or scope:

The town centre CCTV cameras in Andover and Romsey record images which may be used by appropriate third-parties to detect and investigate criminal activity. The high-level specification for the project consists of:
— Replacement of 9 existing CCTV cameras in Andover town centre with modern digital cameras and associated equipment, including but not limited to heads, column housings, mountings, cabinets, cabling, connection and communications links that can provide real-time colour pictures in both normal daylight and at low-light levels,
— Replacement of 8 existing CCTV cameras in Romsey town centre with modern cameras and associated equipment, including but not limited to heads, column housings, mountings, cabinets, cabling, connection and communications links that can provide real-time colour pictures in both normal daylight and at low-light levels,
— Implement a new CCTV digital recording facility at the Test Valley Borough Council (TVBC) offices at Beech Hurst in Andover. The new digital recording facility must be deployed alongside TVBC’s existing infrastructure and comply with TVBC’s current technology platforms (e.g. Microsoft, Wintel, etc.) and TVBC’s IT standards,
— Deploy network infrastructure to securely link the 17 CCTV cameras to the TVBC offices at Beech Hurst in Andover,
— Implement software or utilise existing TVBC office software so that industry-standard operational CCTV capability is deployed as detailed in the specification,
— Ensure that the system has the capability and capacity to be increased over time (e.g. additional cameras added) without substantial infrastructure changes needing to be made,
— Comply with the various Home Office standards and guidelines for digital CCTV operation and usage by Police,
— Provide all necessary documentation and information so that TVBC can produce comprehensive operational procedures for both the operation and support of the replacement CCTV cameras, the new digital recording facility and all associated technology,
— Provide a 5-year maintenance and support service to cover all installed technology and software.
