TENDER OPPORTUNITY
The London Borough of Sutton (Sutton Council) acting in association with The Safer Sutton Partnership Service (SSPS) is seeking expressions of interest from suitably qualified organisations for the provision of upgraded CCTV Cameras, IP Network Transmission, new or refurbished Control Room and Traffic Enforcement Equipment with a Maintenance Contract for the whole system. Small Works will also feature as a requirement for the period of the contract. It is the intention to award the contract to one supplier.
The works will include:-
i) Upgrade of approx. 80 Cameras to new HD IP Cameras
ii) Upgrade of the Transmission Links from Cameras to Control Room to IP (fibre, wireless and hybrid approaches acceptable)
iii) Upgrade or replacement of the CCTV Control Room Equipment including new Control Room furniture, new Digital Recording, new Monitor Wall and new Operator Workstations
iv) Integration of CCTV Traffic Enforcement equipment to combine to the existing back office systems which will meet all Approval Certification requirements
v) Integration of 3G re-deployable cameras
vi) A Maintenance Contract for the whole L.B. of Sutton CCTV System to include new and existing equipment and Traffic Enforcement equipment
vii) Small Works projects with agreed parts and labour rates
As the maintenance contract for the whole system will commence at the start of the project prior to the installation of the new system, the Contractor must be able to demonstrate their experience with the current installed scheme to ensure faults are responded to while the transition to the new digital system takes place.
The contractor must also be able to demonstrate their experience in maintenance and upkeep of an IP network for CCTV cameras and their ability to service and repair them.
We envisage the upgrade works to be completed over a 4 month period beginning July 2014.
The maintenance contract will initially be for a period of 3 years, commencing July 2014, with the option to extend the contract for a further 2 years in 12-monthly intervals, at the discretion of the Council.
The Council is tendering this contract through the London Tenders e-tendering portal, our preferred method of advertising and managing contract opportunities. Prospective Tenderers are advised to register their interest by going to https://www.londontenders.org/procontract/supplier.nsf

Sutton Council currently contracts with a diverse group of voluntary, statutory and private sector providers and encourages a range of organisations, regardless of size, to apply for this provision. We are committed to creating jobs and training opportunities though our supply chain.
A pre-qualification questionnaire is available on the portal, which the Council shall evaluate to identify the shortlisted suppliers to be invited to tender.
It is the opinion of the London Borough of Sutton that TUPE will not apply to this Contract.
The Council shall not be bound to accept the lowest cost or any tender. The award of contract shall be based on the most economically advantageous tender submitted.

The proposed contract falls well below the works financial threshold however in accordance with best practice the Authority is publishing a voluntary notice for this provision on OJEU to ensure any cross-border interest is captured. The Authority shall ensure that all applicants are treated in a fair, transparent and non discriminatory manner.
