Programme aim
The Troubled Families Programme has the ultimate aim to turn around the lives of troubled families in Cheshire East.
Programme objectives
Improve outcomes for families, to include national Troubled Families Programme priorities:- Improve children’s / young people’s attendance at school
- Reduce incidence of crime and anti-social behaviour
- Move adults into/close to work
- Reduce costs to services
Reduce the demand on high cost specialist services (predominately social care and criminal justice)
Redesign systems to enable services to be more effective, efficient, equitable and sustainable

Contract objectives
Create and establish a network of Family Intervention Key Workers available to families in need of early help.
Develop a culture of Key Working throughout partner organisations and build the skills and confidence of staff in Key Worker roles.
Learn about effective and efficient ways to work with families in varying circumstances, levels of need, readiness to engage etc and use this to influence mainstream service provision
Learn about effective and efficient system processes and procedures and use this to influence changes to systems.
Scope
To provide Family Intervention Key Workers that:
Case manage families identified by Cheshire East system pathways and/or dataset intelligence.
Conduct appropriate family assessment and planning as part of delivery (to include participating in any Programme development of family assessment/planning tools).
Deliver interventions that challenge and support families and build their confidence, resilience and skills and reduce dependency.
Case record activity with families including tracking and monitoring returns via a specified tracking tool.
Participate in local multi-agency meetings regarding family pathways and case management.
Participate in Troubled Families Programme developments such as workshops, consultations, task and finish groups which form part of the culture and systems change activity.
