Description of the goods or services required

Caerphilly County Borough Council,Social Services, Children’s Services require the provision of a coordinated Caerphilly County Borough wide Child and Family Support Service. This service will promote the safeguarding of children and young people and is flexible and responsive to the emerging needs of children, young people and their parents/carers.

Service Requirements

To provide a range of time limited, evidenced based services, which facilitate the above aims and include;

·Provision / coordination of individual and group support to parents and children in respect of parenting and behaviour management

·Provision / coordination of support to women (and children) who have suffered domestic abuse and for male perpetrators of domestic abuse;

·Working with children and young people who are at risk of sexual exploitation

·To provide Family Group Meetings;

·To contribute to parenting assessments and undertake PAM assessments

·To coordinate the planning and delivery of supervised contact; and

·To supervise contact for children needing high levels of supervision due to court proceedings or planned rehabilitations.

CAERPHILLY COUNTY BOROUGH COUNCIL CHILDRENS SERVICES

The Children’s Services Division’s provides a range of services to children, young people and their families. Some of these are provided by Children’s Services staff, others are commissioned services from voluntary agencies or provided in partnership with the other statutory agencies.

The Children’s Services Division statement of purpose is to work in partnership to:

·Protect children from neglect, abuse and exploitation

·Work with families to support and enable them to care for their children within their own homes and communities

·Support and enable all children and young people in need, including those with disabilities, to achieve their full potential

·Provide safe care for children who are not able to live in their own families, and who therefore need to be looked after by the local authority

·Help young people to make the transition from care to independence, and to become responsible and successful adults

·Seek the views of children and young people to ensure that they have meaningful involvement in decisions that affect them.

Total quantity or scope of tender

Caerphilly County Borough Council, Children’s Services Social Services require an organisation to provide a service for the delivery of a Child and Family Support Service.

The contract will be for two years, with an option to extend for a further period of up to twenty four months.

Organisations must be in a position to provide this service with effect from the 1st October 2014.

The procurement will be undertaken utilising a Restricted two stage process consisting of a – Pre qualification Questionnaire (PQQ)and an Invitation to tender (ITT).

The Award Criteria for the PQQ consists of Pass / Fail questions

The Award Criteria for the tender response at ITT stage is price 20% / Quality 80%

The overall value of this contract is £504,058 per annum. Any Price submissions received above this value will be rejected.
