Description of the contract

Introduction The Department for Education (DfE) announced in the National Prospectus (published on 22 November 2010) its intention to support sustainable, entrepreneurial voluntary and community organisations to enable them to compete in open markets to deliver children’s services. Recognising that the transition to new delivery arrangements may be potentially difficult for some organisations, the DfE is willing to consider further funding to support capacity building. This is additional to the grant funding awarded to deliver national priority theme activities over the next two years. The aim of the funding is to develop the capacity and sustainability of voluntary and community organisations by helping them to develop and strengthen their internal organisational structures, financial and management systems and business planning arrangements and to develop new approaches to securing funding (for example through social finance or through being commissioned). Additional funding for capacity building will be considered for the two years of the grant programme: 2011-12 and 2012-13. Consultancy Support Requirements The VCS will be looking for consultants with experience working with the VCS and local government to host a stand at the first meeting of the Child Protection and Safeguarding Network taking place on Friday 27 May, 2011, in Central London. This will provide an opportunity to meet VCS clients who have access to building capacity funding and to open doors to a range of opportunities to support the VCS in transforming their business. Your organisation should be able to help organisations from small to large at various stages in the transformation process. Your organisation should be able to demonstrate objectivity in diagnosis, document results and develop comprehensive action plans. Your organisation should be able to monitor progress against the plan and assist the organisation to deliver its aim of financial sustainability that is independent of central Government funding. Costs Consultants are invited to host a stand at no cost, but places are limited and consultants will be selected to participate based on their expression of interest.
