Description of the contract

Havering Council invites expressions of interest from organisations who wish to tender for the provision of both its statutory Children’s Advocacy Service and its ‘Missing Out’ Service. The Council is committed to achieve better outcomes for children and families through early intervention and strives, through both these Services, to ensure that the voice and views of children and young people are represented. The primary aim of the Council’s Children’s Advocacy Service is to provide support from an independent skilled Advocate to all looked after children and the primary aim of the Council’s ‘Missing Out’ Service is to address the issues that cause a child or young person to go missing in order to prevent any re-occurrence and to ensure that they stay safe. Organisations will need to demonstrate skills, experience and competence of providing high quality and value for money support to children and young people including representing them fairly when challenges arise, displaying model behaviours, listening to them, respecting them and treating them as individuals. The contract is expected to run for a period of 2 years commencing in April 2013 and there is the potential for an extension of one further year. The value of the agreement is expected to be in the region of £100,000 per annum. Interested organisations need to note that TUPE considerations will need to be taken into account in respect of employees delivering this service.
