This is the on-going DPS Children’s Placements and Other Support Services 9 (CPOSS) A pseudo-dynamic purchasing system (DPS) for the provision of placements for children from providers of accommodation based services including independent foster and residential care and independent and non-maintained special schools (CPOSS). The DPS will consist of 4 categories. The categories and their sub-categories are as follows:

(a) Residential schools;
(b) Day schools;
(c) Children’s Homes with education (settings dual registered as schools and children’s homes);
(d) Residential short breaks for SEND *sub-categories (a) to (d) to cover placements for children with SEND and CWD;
— Category 2: specialist provision institutions (Colleges);
— Category 3: independent fostering agencies (IFA);

Potential Bidders will be able to view all of the tender documents by registering on the West Sussex e-Sourcing Portal. Bidders can apply to join the DPS at any time from 5.11.2018 and can continue to do so throughout the duration of the DPS. Requests to Participate received by the Council prior to 1.3.2019 will be processed and evaluated by the Council as follows:
— for submissions received prior to 1.12.2018, the Council will finalise its evaluation of such submissions by 31.12.2018,
— for submissions received between 1.12.2018 and 31.12.2018 the Council will finalise its evaluation of such submissions by 31.1.2019,
— for submissions received between 1.1.2019 and 31.1.2019 the Council will finalise its evaluation of such submissions by 28.2.2019; and
— for submissions received between 1.2.2019 and 28.2.2019 the Council will finalise its evaluation of such submissions by 22.3.2019.
For any submission received from the 1.3.2019 onwards the Council will finalise its evaluation of such submissions within 15 working days of receipt. Following the publication of a second OJEU notice, potential Bidders will be able to view all of the tender documents by registering on the West Sussex e-Sourcing Portal.
