- Wirral Council is seeking to commission services for 2013-14; this commissioning will build on commissioning of services funded by the Early Intervention Grant (EIG). For 2013-14 there will be five priority areas for which services will be commissioned:
PA1 Family Support and Parenting
PA2 Short Breaks for Disabled Children
PA3 Youth Challenge
PA4 Statutory Children’s Services
PA5 Intensive Family Intervention Programme
Each of the 5 priority areas have a number of individual service areas which providers can bid for separately.
Please read the document entitled Invitation to Tender first to identify which priority/service areas you wish to bid for. You can then download a full specification and response sheets for each individual priority/service area that you wish to bid for.
The Wirral Supplier Questionnaire, a completed Invitation to Tender document and a separate specification sheet completed as per the guidance held within the form of tender for each separate priority/service area should be submitted before the deadline for your tender to be considered
Funding levels will be confirmed following the current Wirral wide consultation exercise regarding council service and spending priorities for 2013. The contract will be for a period of 12 months from 1st April 2013 – 31 March 2014. The contracts will have an option to extend some service areas on an annual basis up until 31 March 2016 subject to funding availability, satisfactory service monitoring and confirmation that the service remains in line with Council Priorities.
Tender documents are only available through The Chest portal – they will not be sent by any other method – email requests for tender documents will not be accepted.

IT IS THE TENDERERS RESPONSIBILITY TO ENSURE THAT THEY VIEW THESE SECTIONS THROUGHOUT THE PROCESS.
Tenderers must ensure that their response is submitted prior to the deadline specified. Tenderers responses must be fully submitted via The Chest no later than the deadline specified. Submissions may be disqualified if they are received after the specified closing date and time.
For the avoidance of doubt, the time registered is when a tenderer presses the final “Submit” button and will be based on the Due North Server time.
IT IS THE TENDERERS RESPONSIBILITY TO ENSURE THAT THEY ALLOW SUFFICIENT TIME TO SUBMIT THEIR RESPONSE. THE AUTHORITY WILL NOT BE HELD RESPONSIBLE IF YOUR SUBMISSION IS RECEIVED LATE.
