Description of the contract

Leicester City Council is inviting suitably qualified and experienced providers to submit tenders for an accessible lifestyle weight management service, which supports overweight and obese children and young people aged from 2 years up to 16 years, to reach and maintain a healthier Body Mass Index (BMI), and this will form an integrated part of the local weight management care pathway. Leicester City Council is undertaking an open tender process in line with Competitive Contract Notice Part “B” Services. Previously, as part of NHS Leicester City, a children’s weight management programme had been commissioned by public health for those aged 4 – 14 years old, but the existing contract expires on the 31st March 2014. This tender seeks to secure a Service Provider for the provision of Children’s Weight Management Service from 1st April 2014 for an initial period of two years, until 31 March 2016, with the possibility to extend for a further year, and one more year (2+1+1) subject to agreement by the Council. The value of the funding offered for this contract for the contract period (2+1+1) will be up to £220,000 (£55,000 per annum) (excluding VAT). Inflationary increase may be awarded following an annual review and will be as determined by the Council. This does not guarantee that there will be an increase per annum. The Service Provider shall in any event be required to demonstrate efficiency savings on an annual basis. This does not guarantee that there will be an increase per annum. The Service Provider’s performance shall be measured regularly (in terms of the performance measures identified in the specification) and the Service Provider shall provide accurate and reliable management information to the Council as and when required. It is Leicester City Council’s preliminary view that TUPE Regulations will not apply to this contract. However, tenderers will need to reach their own conclusion as to whether or not TUPE applies.
