Section IV: Procedure

IV.1)Type of procedure
IV.1.1)Type of procedure

Accelerated restricted
Justification for the choice of accelerated procedure: In terms of the reason for using the accelerated restricted procedure, the PQQ pursuant to the 17th August OJEU had noted: “It is anticipated that Citizens Theatre will proceed with the development of proposals in line with the RIBA stages and will submit for funding and statutory approvals at key stages during the programme, with the first key date being Creative Scotland Funding Stage 1 in June 2013.” The reasons for using the accelerated restricted procedure are that in light of the unforeseen delay to its process, Citizens Theatre must now work to a very short timetable in order to achieve RIBA stage A/B and Part C in time for Creative Scotland Funding Stage 1 in June 2013. Following the usual time limits for the restricted procedure would result in, at best, significant risk that the funding timetable would not be met and the project being unable to proceed.
