Description of the contract

Norwich City Council has a responsibility for checking the safety of approximately 40,000 memorials located in approximately 100 acres of land comprising of Earlham and Rosary cemeteries, and 35 closed church yards. In accordance to meet the legal requirement of the Occupiers Liability Act (1957/1984), Health and Safety at Work Acts, The Management of Health and Safety at Work Act 1999 and guidelines issued by the Local Government Ombudsman, the council have established a dedicated team to test the safety of the memorials. A programme of testing has already started – this is due to finish in 2015. The council require the service of a suitably qualified civil engineer to inspect and test the structural integrity of memorials that are over 1.5 metres in height and are identified as requiring further investigation. Once tested the engineer is required to complete and submit a report to the council which either confirms the integrity of the structure or specifies the design for any remedial work that is required.
