The purpose of this framework is to provide suitably skilled and experienced workers, with the necessary tools and equipment, to undertake civil engineering maintenance work.
Scope of the works is for highways maintenance/enhancement schemes including road patching, ironworks, paving work, etc. across the City. This is carried out on an as and when needed basis, to supplement the Council’s Highways Operations and Development workforce and may also be used across the Council.
Work within Highways can be in peaks and troughs, this framework allows the flexibility to provide cover when there is a high work demand.
The framework allows Highways the flexibility to meet its obligations under the various funding streams, in order to complete road and pavement schemes. The various funding sources can include European Regional Development Fund (ERDF), the integrated transport block, the highways maintenance capital investment programme and other external grant funds. Any grant funding.

The adjustment and replacement of carriageway ironwork/minor civils works in association with resurfacing and other surface treatments and will also involve some minor accommodation works such as kerb replacement, footway patching/resurfacing and minor drainage works, all to be carried out in conjunction with the carriageway resurfacing scheme.
The majority of this is covered under series 500 and 1100 of the schedule of rates, and includes kerb replacement precast kerbing and channels, adjusting ironworks and minor drainage works and some minor areas of footway construction and resurfacing.

— footways – including reconstruction, resurfacing, patching, crack repairs and sealing;
— kerbs, Channels and Edgings;
— drainage;
— fencing, railings and safety barriers;
— provision and installation of signs, street nameplates and street furniture;
— road markings;
— emergency works including out-of-hours emergency call outs.

There is the scope to include anything within the Schedule of Rates but may include the following:

— drainage;

— construction of footway crossovers.
Civil engineering and traffic safety projects over the value of GBP 250 000. These schemes are mostly high profile and normally involve the installation of high-profile paving or major junction works. This could potentially include anything within the above description for lot 3 that is budgeted to cost in excess of GBP 250 000. The expectation is that projects will not exceed GBP 500 000 but Coventry City Council withholds the right to use lot 4 if a project arises within the scope of services for lot 4 that may potentially exceed GBP 500 000.
