At this initial stage, HMRC is seeking feedback from the market to identify options for the service, referred to in this PIN as ‘Surge Capacity’. The basic premise is that Surge Capacity would be invoked on an ad-hoc basis to cope with large campaigns for internal / external recruitment and / or career transition events. The durations of each call-off are unclear therefore your response should also consider providing a permanent, continuous (outsource) solution.
Recruitment across the Civil Service is via the Civil Service Job site and an e-recruitment system provided by a 3rd party. Please note that this contract will shortly be subject to a full re-tender. HMRC requires support services such as but not exhaustive to; managing and delivering recruitment campaigns, using the e-recruitment system to move applications through processes, providing support and advice to end-users. The potential scope of required Surge Capacity is;
— occasional ad-hoc surge capacity to mobilise quickly to assist the in-house team, to;
— managing and delivering full support services as stated above.
Career Transition Services are delivered by an in-house team using a range of on-line, in-house and 3rd party training mediums, telephone help-line and professional 1-2-1 support via a central Career Transition Centre. The service will be available to staff at all grades, including those from highly specialist roles. In order to provide regional and / or large scale services for exceptional or prolonged events, the surge capacity provider would be required for;
— on an ad-hoc basis provide part or a full range of services up to managing and delivering the full support service, including career advice and coaching, provision of on-line support via a dedicated website, delivery of workshops, provision of training venues and additional transition centre(s),
— managing and delivering a full support services as stated above.
The provider would need to work seamlessly with the in-house team and our 3rd party providers (voluntary, publicly funded and external) to deliver end-to-end recruitment and career transition for the civil service.
Contract Duration.
The retendered e_recruitment contract may change the services and / or necessity for surge capacity and therefore this contract is likely to be offered for 6 months + 1 + 1 years. In the event that part or all surge capacity is still needed after 6 months, the extension(s) will be required.
