Clinical practice has evolved to become more dependent on pathways. When pathways work well the patient journey can be made more efficient and more cost effective. The CCG envisages a fully integrated Software System (with SystmOne, EMIS LV & EMIS Web) providing electronic decision support, referral template support and connections to web based further information. The system therefore, must provide the CCG with a flexible solution as part of current ‘in service’ GP practice systems.
The goal is to provide standardisation of referral processes and procedures across the CCG’s, reduction in duplication, improved data capture and robust electronic patient record keeping.
The incoming solution should update and improve upon the current systems, for example:
Interface with other ICT systems and technologies in order to have ‘real-time’ and comprehensive clinical information which is easily accessible thus improving patient care, reducing the risk of litigation and creating robust electronic archive information.
System Core Functionality:
— clear standard pathway format so clinicians can quickly understand the guidance,
— quick access to the right guide from a consultation screen,
— integration with clinical systems (use existing patient details, minimise number of data entries needed, integrate word processing for forms etc),
— efficient data warehouse process behind the guideline, needs to prompt for updates and reference guideline ownership,
— a collaborative solution to be flexible enough for each of the CCGs to include local pathways differences,
— ideally the solution should make use of the relevant guidelines and referral forms currently in use.
System Highly Desirable Functionality.
— Have the ability to be edited locally. Local changes should be easy to create and have minimal or no cost implications (eg to cope with out of county referral issues),
— be easily accessed from a consultation screen with minimal searching and minimal key presses to get to the relevant pathway,
— a simple layout and uncomplicated search engine,
— enabled for user to add links to and from other information sources e.g. the CCG intranet,
— help the process from referral decision to referral form completion. The software will help to simplify the problems we have with many different referral forms,
— the software should also reduce duplication of data entry,
— allow the possibility of sharing pathways from other CCGs,
— have data warehousing that runs the guideline library functions efficiently, for example the author details for queries, a review date for the guidance, any links to national guidelines,
— alerts to future guideline changes and the potential to update a pathway.
Technical Interfacing Requirement.
The system must interface with.
— multiple clinical systems: SystmOne, EMIS LV and EMIS web,
— Windows server 2003/2008 32 and 64-bit operating systems are supported,
— Windows 2003, 2007, 2010,
— Anti-virus software.

— click the ‘Express Interest’ action – this will move the ITT from the ITTs Open to All Suppliers area to your ‘My ITTs’ area –this is a reserved area for ITTs that you have either been invited to or expressed interest in.

Notes:
It is envisaged that the PCT may require this contract to be assigned or transferred to any successor of the PCT, which shall include GP commissioning consortia or any other commissioning board or body taking on the PCT’s functions, pursuant to a direction of the Secretary of State for Health or otherwise. The contract will be binding on successors and assigns of the PCT.
