NHS Greater Glasgow and Clyde is the largest Health Board in Scotland. It has an inpatient complement of circa 5 000 and covers a large area in the West of Scotland encompassing the City of Glasgow, Paisley and Greenock. The Board require the provision of a comprehensive clinical bed rental contract to commence on 1st April 2013. The Contract will include the provision of the following: Dynamic Pressure Redistribution Products including both complete bed replacement systems and mattress replacement systems. In addition there is a requirement for clinical beds designed to improve moving and handling of patients and for bariatric patient groups. This will include very low level beds.
Due to the potential size and complexity of this Contract NHS Greater Glasgow and Clyde have decided to sub-divide the requirements into specific lots based on product type. Full details will be issued with the specification as part of the Invitation to Tender package.
Expressions of interest in this Contract opportunity are currently being sought. All those expressing interest must fully complete and return the attached Pre-Qualification Questionnaire in hard copy to include all required information to the above named contact to reach us no later than the closing date for expressions of interest ie. 12 Noon Tuesday 8.5.2012.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

(3) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.
(4) Certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.
(5) Samples, descriptions and/or photographs, the authenticity of which must be certified if the contracting authority so requests.
(6) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided.

Precise information on deadline(s) for lodging appeals: The Authority shall notify all economic operators of its decision to award the contract by electronic mail as soon as possible after a decision has been made to conclude the contract, and shall allow a period of at least 10 clear calendar days (at least 15 in the event that the communication method used by any relevant party is not electronic), before contract is awarded. Unsuccessful economic operators shall be provided in that notice with a summary of the reasons why the economic operator was unsuccessful and the characteristics and relative advantages of the successful economic operator.
