Cognos is an integrated financial planning, budgeting, forecasting and reporting tool. Essex County Council (the Authority) is seeking a supplier to provide third party support and development for Cognos TM1, which calculates and models financial information and Cognos B1, which provides reports on that information.
The Cognos system will support many key finance processes including planning, budgeting, forecasting and reporting. Technical support and development will support these key processes, maximise system availability, reliability and efficiency.
The contract will cover all technical aspects from identification of errors to fixes and developments; it will not include updating business assumptions, running standard processes or security administration.
The proposed contract duration is for three (3) years.
Successful applicants, based on the evaluation of Pre-Qualification Questionnaire (PQQ) submissions, will be shortlisted to a maximum of ten (10) bidders and invited to tender at a later stage.

Section IV.3.4 – the supplier portal (http://ecc.supplier.ariba.com) will be used throughout the procurement process and all communications by the supplier with the Authority relating to this procurement exercise must be via the supplier portal (once the supplier is invited to the event). The supplier portal has Guides and Tutorials and other Support to help the supplier use the system and access the information as well as a helpdesk to assist.

The Authority reserves the right to amend the timescale and to cancel the procurement exercise and/or not to award all or part of a contract.
The Authority will not be responsible for any costs incurred by supliers in relation to the procurement exercise.
Suppliers are advised that the Authority is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR).
