Portsmouth City Council wishes to procure a multiple contractor framework agreement for the Provision of Community Based Support for children with disabilities. The framework will be used to enable parents/carers of disabled children to take breaks from their caring responsibilities and eligible parents/carers will be allowed to choose which of the framework providers they use as per the Breaks for Carers Regulations 2011 legislation.
The Council is aiming to have the awarded the framework by January 2015 with a commencement date of 1.4.2015. Once operational the framework will run for an initial period of 2 years with options to extend on an annual basis up to a maximum of 4 years.
A minimum of 3 and a maximum of 8 contractors will be appointed to the framework.

The framework will be utilised by parents/carers and will include but not be limited to:
Supervision of children with diagnosed moderate to severe physical/learning disabilities, autism or complex health needs.
Supervision may include toileting and feeding
Payments will be via the use of Pre-Paid Cards however payments may be made either by on-line banking or a transfer using the Pre-paid Card supplier
Service will be available on a flexible basis but may include days, evenings, weekends and during school holidays.
