The current contract relating to Community Empowerment is due to end and Stockton Borough Council is about to re-tender for community empowerment support for the VCS. We recognise that the voluntary and community sector plays an important role in supporting public sector organisations to improve the quality of life of people living and working in the Borough. Community Empowerment is essential in enabling residents and groups to access support to help them influence service provision. Our commitment to Community Empowerment was recognised at the 2011 VONNE awards when we were independently nominated for and were rewarded with the Empowering Authorities award.
We acknowledge that the VCS, as with other sectors, is going through a period of challenging transformational change. As an Authority we fully support the principles within the Transforming Local Infrastructure Fund bid which is aimed at tackling some of the challenges and will lead to a stronger, coherent and more robust Voluntary and Community Sector.
When drawing up the specification for Community Empowerment Support we have been mindful of these changes as well as taking the wishes expressed by the sector into consideration. We have used information from the independent consultation with the Voluntary and Community Organisations in December 2010 and the September 2011 consultation undertaken by the sector itself for the Transforming Local Infrastructure Fund bid. Both Consultations identified key areas to address:
· Capacity Building
· VCS Infrastructure – Clarity of Roles
· Wider Involvement and Volunteering
· Ensuring an empowerment emphasis
· Avoidance of duplication
· More inclusive of wider aspects of the sector
· Support for small grassroots groups
· Crisis Loans
· Greater co-ordination of information and support
Many of these identified needs have been addressed through the package of support we have worked with the VCS to develop including volunteering, greater co-ordination and support, the Stockton Investment Fund, the Community Fund and the Asset Transfer Strategy. To clarify the roles in the sector we are extending the contract with Catalyst to include Voice which will also strengthen the proposed offer in the Transforming Local Infrastructure bid. We will also be commissioning a £65,000 tapered contract to deliver a ‘Practical Community Empowerment Support Package’.
