Background Following a review of its support to voluntary organisations, the Council is supporting the provision of infrastructure support for voluntary, community and faith sector organisations (VCFS) within the Borough through the provision of a Grant. The Grant will commence from 1 April 2020 for a maximum 3 year period, subject to annual budget processes and satisfactory progress in meeting the outcomes and the indicative measures by the successful Bidder. Outcomes Infrastructure support has been identified as an area of critical need in order to help secure the future capacity of the sector to deliver services in the Borough. The Council’s investment is expected to help to deliver the following outcomes:- • The resilience of the VCFS in the Borough is improved • VCFS organisations in the Borough working together to deliver services and share costs and resources • Volunteer recruitment, placement and retention • To engage with and promote the West Lancashire More Positive Together and Active West Lancs Programmes Indicative Measures The following measures should be evidenced: • New or adapted services based on need • Improved services (quality) • Efficiencies achieved by VCFS organisations • VCFS delivering collaborative services • VCFS organisations sharing resources • Number and quality of volunteer training/placements including retention of volunteers • Number of networking events in a year Bidders will be required to provide proposed Key Performance Indicators for each of the Indicative Measures prior to commencement of the Grant period for each year.
