Description of the contract

Wolverhampton City Council is seeking to purchase with a provider from the independent or voluntary sector, a city wide community based respite service to enable informal/family carers over the age of 18, living in Wolverhampton to have a break from their caring role. This contract will require 6 social groups of 3 hours duration to be organised each week, in the evening or at weekends for people with disabilities over the age of 18 (learning disabilities or physical or sensory disabilities). Their eligibility being determined through a carers assessment. The provider will be expected to organise and plan with the group a range of community based activities that they may participate in on a fortnightly basis and support group members in a reabling way encouraging members to develop friendships and a range of interests. A maximum allocation weekly of 54 hours @ £13 per hour will be available to deliver these groups that may have different staff ratio’s within them to meet service user need. 2 groups will be required to be structured to support individuals with higher support needs but individuals who require 1:1 support will not be appropriate for this service. The service will not be block purchased; payment will only be made for staff hours used in the delivery of the contract. As the hourly rate is set the contract will be awarded on quality. Tenders expressing a cost above that specified will not be considered. Organisations that are established, registered with the CQC, and have substantial experience of the provision of services to support carers and people with disabilities are encouraged to apply. The contract will commence on 1st April 2013 and will be awarded for a three year period with an option to extend for 12 months based on performance.
