— To ensure older people are able to explore their housing, health and social care options and be supported to remain living independently in a housing setting of their choice,
— To provide equitable access to services, specifically for people living in tenures other than sheltered housing that have needs that are not currently being met,
— To meet people’s wider needs through a support service which integrates community health and social care support, within one overall service that is free to the customer at the point of delivery.

Norfolk County Council intends to enter into one or more contracts to provide Community Support for older people across Norfolk. It is not envisaged that services will differ significantly within each locality however as local commissioning forums develop the successful providers will be expected to engage with them and seek to develop the service in line with the needs of that locality.
This is a procurement for services specified in part B of Schedule 3 of the Public Contracts Regulations 2006 (“part B services”). Accordingly, and notwithstanding the advertising of this procurement exercise in the Official Journal, the Public Contracts Regulations 2006 (as amended) only apply in part. The procurement exercise will be conducted in accordance with the information contained in the contract documents.
The Authority has voluntarily advertised this procurement exercise in the Official Journal, solely in order to reach as wide an audience as possible. The Authority has been constrained by the forms used by the Publications Office to describe the procurement procedure as “Open”. This will be a one-stage procurement process, but the authority does not bind itself to conduct the procurement process in accordance with the open procedure, as described in the Regulations, nor to abide by any other part of the Regulations which does not expressly apply to procurements for part B services.
Any dates given are intended to be a guide only and as such are subject to change. Please note the contract duration stated in II.3 represents the initial contract length. At the Council’s decretion an additional one year, subject to satisfactory performance and availability of funding, may be granted at the end of the initial contract term, and a further one year (at the Council’s discretion) at the end of the first extension.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: The Council has voluntarily decided to incorporate a standstill period at the point when information on the proposed award of the contract is communicated to tenderers. The standstill period, which will be for a minimum of ten calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Council’s obligations may take action in the High Court (England, Wales and Northern Ireland).
