Hounslow Connexions Service provides Careers Education, Information, Advice and Guidance (CEIAG) to NEET (Not in Education, Employment or Training) young people by Academic Age 12-14 resident in the London Borough of Hounslow.
Lot 1 – Connexions Enhanced NEET Service.
The Hounslow Connexions Service objectives are:
— to improve the number of jobs with relevant employment opportunities that will be sustainable for NEET young people. This will include Apprenticeships and other jobs with accredited training,
— to develop and deliver a range of job ready initiatives for NEET young people. This includes a range of creative activities that enhance the employment prospects of NEET young people.
The Authority requires suitably experienced and capable provider is required to provide services to produce an annual Delivery Plan in order to achieve the service objectives.
The Contract to be awarded is for a period of three (3) years to commence on 1.4.2013 with the option to extend for a further one (1) year at the Authority’s discretion.
Lot 2 – Connexions Data Management Service.
The statutory guidance (March 2012) for local authorities states that local authorities will continue to track all young people’s participation through the Connexions Client Caseload Information System and will be required to report on:
— Annual Activity Survey (year 11-13 students) to report at the end of October each year,
— Year 11 September Guarantee-to report at the end of September each year,
— 17 Year old/Year 12 September Guarantee-to report at the end of September each year,
— 16-18 NEET and Not Known follow up-To report to DfE at the end of November, December and January (a 3 month rolling average count),
— Intended Destinations-to report at the end of March/early April each year.
The Authority requires a suitably experienced and capable provider to provide services in order to track and monitor the progress of young people in order to enable these returns to be produced.
The Contract to be awarded is for a period of three (3) years to commence on 1.4.2013.

Any questions or queries should be made in writing by e-mail to procurement@hounslow.gov.uk and must be received no later than 13:00 on Wednesday 16.1.2013. VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: In accordance with Regulation 32 (Information about contract award procedures and the application of standstill period prior to contract award) and Regulation 47 (Enforcement of Obligations) of the Public Contracts Regulations 2006 the contracting authority will incorporate at least a 10 calendar day standstill period after contract award decisions are taken but before contracts are signed. At that time information on the bids and the award of the contract will be communicated to bidders. This period allows unsuccessful bidders to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from the publication of the contract award decision to request additional debriefing information, and that information must be provided a minimum of three working days before the expiry of the standstill period. Such additional information should be requested from the addressee in section I.1.
If an appeal regarding the award of a contract have not been successfully resolved, the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action is subject to requirements of prior notice, must be brought promptly and, in any event, within three months. The Court may order the setting aside of the award decision, under narrow circumstances may impose additional fines, order the contracting authority to amend any document and/or may award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
