Description of the goods or services required

Scottish Natural Heritage has a target to bring and maintain all designated sites into favourable condition. There are currently a number of Natura sites and Sites of Special Scientific Interest (SSSI) which are failing to meet favourable condition and where no agreed mitigation measures are yet in place. Other sites previously managed under management agreements with SNH or legacy agri-environmental schemes are currently in favourable condition but need to be reviewed.

There may be a number of reasons for designated sites failing to meet or to maintain favourable condition. However, it does appear that some owners and occupiers require more specific support to document the most appropriate management for the habitats and species which are of notified interest on their sites. By providing such advice SNH believe that land managers should find it easier to undertake the practical measures that may be needed to bring about improvement. SNH is also keen to ensure that applications to SRDP Rural Priorities funding (Axis 2) include the most appropriate management for features of designated sites.

Objectives of the project:

– To develop detailed management plans for features in unfavourable condition on a number of designated sites. This is likely to include individual and collaborative plans.

– To discuss the plans with owner/occupiers and facilitate group discussions when collaboration is desirable. To identify practical solutions to achieve favourable condition and to highlight the costs of management and funding opportunities, including SRDP RDC.

– To review management plans on a number of designated sites in favourable condition with expiring agreement or legacy scheme, and to identify appropriate measures to maintain favourable condition, including SRDP options.

– To provide owner/occupiers with a clear explanation of the following steps towards an application for appropriate Axis 2 Rural Priorities.

The contract will aim to cover at least 10-15 SSSIs, some of which with multiple ownership/tenancy. Most SSSIs are likely to be located around the SNH ‘Forth’ and ‘South Highland’ areas (see website for a map of SNH areas: http://www.snh.gov.uk/about-snh/snh-in-your-area/).

Please note that this is not an invitation to tender.
