Portsmouth City Council (the ‘Council’) is seeking to procure construction consultancy services to enable delivery of major refurbishment works to 2 high rise residential tower blocks.
The main aim of the works will be to improve the thermal properties of the buildings so as to reduce heat loss through the building fabric and provide a better living environment for residents. In order to achieve this, a whole building solution is required with the aim of achieving an EnerPHit certified scheme.
The estimated value for the consultancy services contract, which is the subject of this procurement exercise, is between GBP 500 000 – GBP 600 000. The estimated value of the refurbishment works is between GBP 8M – GBP 12 M.
In regards of the consultancy services contract, it is envisaged that the NEC 3 Professional Services Contract Option A – priced contract with activity schedule will be used. Break clauses will be included within the contract which may be invoked in the event of, for example, discovery of major structural issues or materialisation of major financial viability issues which could prevent delivery of the refurbishment works.
The Council is aiming to award the consultancy services contract by 5.2.2015 in order to allow for service commencement by 2.3.2015. The Council’s target for commencement of refurbishment works is 17.10.2016 with a target completion date of 4.6.2018 and a following one year rectification period. The consultancy services contract will run up until the end of the works rectification period which will end on 4.6.2019 if the aforementioned target dates are met.
The deadline for submission of requests for clarification is 26.9.2014 23:59 with the deadline for submission of completed pre-qualification questionnaires following on 3.10.2014 12:00. The Council’s target date for issue of tender documentation to the shortlisted organisations is 20.10.2014. The Council’s envisaged tender return deadline is 12.12.2014 12:00.

The construction consultancy services required are outlined below:
— Full structural surveys of the existing structure with production of a report recommending remedial action in order to achieve a further 30years life expectancy.
— Work with the Council to provide resident and member consultation throughout all stages of the project.
— Feasibility study of the options available and production of a costed Options Report including preliminary discussions with Planning and Building Control departments.
— Co-ordination of any additional building / utility surveys required.
— Design development of chosen option to a finalised design.
— Preparation, submission and management of a planning application.
— Preparation, submission and management of a building regulations application.
— Development of working drawings, details and full specification for Contractor selection.
— Contractor

The proposed refurbishment works are outlined below:

Both of the high rise residential tower blocks which require refurbishment are located within the Somerstown area of Portsmouth. The addresses of the blocks are as follows: blocks are listed below;
— Tipton House (1-136), Warwick Crescent, Somerstown, Portsmouth, PO5 4PF
— Edgbaston House (1-136), Sedgley Close, Somerstown, Portsmouth ,PO5 4PJ
Tipton House and Edgbaston House were both constructed using the ‘Bison’ pre-cast concrete panel method. Being built in 1966 they have poor thermal performance and due to their height and construction method are classed as ‘hard to treat’ properties in relation to thermal performance. They have an average RdSAP (Reduced Data Standard Assessment Procedure) rating of 52 againstthe Council’s average of 71 across its social housing stock.
Both blocks were originally heated using electric underfloor heating. As these have broken down over the years electric night storage heaters have been installed. Currently there is a mixture of electric underfloor and electric night storage heating through the blocks and individual properties.
Given the construction method of the blocks they are not suitable to have gas fired combi boilers installed within individual units and there is no gas supply to the blocks. PCC do not wish to consider community heating schemes at present.
