II.4)Short description of nature and scope of works

Scape intends to establish a framework agreement for use by or on behalf of public sector bodies. Applications will, at the next stage of the procurement process, be invited from experienced providers of construction and ancillary support services who can provide high quality construction work using a customer focused approach particularly in the public sector. The construction services may include design and other services as required for develop and construct works or design and build works. The specific projects that may be procured under the Framework cannot be clearly defined at this stage, however the nature and types of services that may be required may include projects on any land or property and related asset owned, rented, leased or developed by any of the public sector bodies eligible to use the Framework, or on property and related assets in which any of the public sector bodies may have an interest at the time or prospectively and may include projects in the following sectors, amongst others:- education, housing, social care, leisure, libraries, blue light, health & social care, offices, transport, military, farms, recycling and waste centres, industrial and commercial buildings and other public sector operational buildings and establishments.
The provider will be expected to work closely, and co-operate with clients, in-house and external design consultants, contractors and other partner providers. All contract performance will be monitored using a set of comprehensive performance indicators.
Scape is undertaking pre-procurement engagement in line with UK Government Lean Procurement guidelines and this will take the form of engaging with the market through Market Awareness events. At these events Scape will inform the market about their upcoming procurements and provide an opportunity to consult with and receive feedback from potential suppliers.
This framework is one of the successor frameworks to the Scape/empa Minor Works and Intermediate frameworks. empa (East Midlands Property Alliance) is an association of clients collaborating to improve the delivery of property services to their communities. The alliance includes local authorities within the East Midlands Region and neighboring authorities. Clients who may use this framework will include local authorities or other public sector clients. Working together is not just limited to clients, it also includes contractors.
The lotting strategy will not be finalised until after the market awareness events and as such the lots proposed should be taken as an indication only at this stage.
It is currently envisaged that the Intermediate Lower Band lots will be for projects from GBP 50,000 to GBP 1,500,000/GBP 2,000,000 and the Intermediate Upper Band lots for projects from GBP 1,500,000/GBP 2,000,000 to GBP 6,500,000. The Lots will be confirmed in the Contract Notice at the next stage of the procurement process. The Contract Notice will include the estimated total aggregate value during the life of the framework agreements for each Lot, however indicative values are given for each Lot in this PIN Notice.
A financial test will be applied to each potential supplier at the next stage of the procurement process which will include a turnover test based on the anticipated value of each lot. Suppliers may be restricted within this framework on the number of Lots they can apply for, this will be detailed in the Contract Notice.
The NUTS code UKG24 has been included to specifically cover the Staffordshire Moorlands local government area only and not all of Staffordshire.

The Market Awareness events will take place at the following venues:
— Tuesday 9th April at the Henry Ford College at Loughborough University (LE11 3TL) from 9.00am to 11.30am
— Wednesday 10th April in the Talbot Suite at Rufford Mill (NG22 9DG) from 9.00am to 11.30am
— Monday 15th April at Dunchurch Park Hotel (CV22 6QW) from 9.00am to 11.30am
Potential suppliers are invited to arrive from 9.00am for refreshments. The event will commence with a presentation at 9.30am and conclude with questions by 11.30am.
In order to manage the events Suppliers are limited to a maximum of two (2) attendees per organisation. To register your interest to attend one of the events please do so at http://www.em-pa.org.uk/html/events/. The events are limited based on the capacity of each venue and the number of registrations received.

Scape is anticipating considerable interest in this framework and as such will not be able to respond to queries prior to the event. There will be opportunity to ask questions at the event.
Note that Scape will be using these events to also make the market aware of two other frameworks that will be procured at a similar time within the framework region and there is no need for any potential supplier to register seperately if they are interested in either or both of these other frameworks.
Scape use the Delta eSourcing suite for their procurements and this system will be used for the procurement process once commenced. The Pre Qualification Questionnaires, queries and the Invitation to Tender documentation will all be issued electronically through Delta and will NOT be issued by any other medium (paper, CD, e-mail etc). Potential suppliers will be required to register on Delta to download the documentation, when available, and will have to submit their expression of interest electronically through Delta.
