The Council is developing a strategy which seeks to appoint a construction framework delivery and management partner under a concession contract (Concessions Contracts Regulations 2016) for a possible 5-year term, to work in partnership with the Council as the contracting authority to procure, let and manage a construction works ‘framework’ as defined by the Public Contracts Regulations 2015 which may be accessed by north west public sector procurers. The Council seeks a partnership arrangement which can contribute significantly to its challenging financial targets by way of a concessions agreement. Estimated total concession value (5 years): Range GBP 0-10 million. The Council is unable to make any direct financial investment. The Council’s initiative is to appoint a delivery and management partner by the end of March 2021 so that it can commence its procurement of a construction works framework immediately thereafter in order that the framework can be used to support the Council’s challenging financial targets by the start of its 2022/2023 financial year.
