Description of the goods or services required

The Council seeks the services of a Main Contractor for the construction of a new Homeless Persons Unit at Rowan Drive, Blackburn.

The site is situated between two existing blocks of flats, 151-173 (Mossview) and 175-205 (Murrayfield House), Rowan Drive, Blackburn.

These buildings are already part of the Council’s Homeless Management Programme and as such will be connected by the new building which will provide a desirable central access/management facility.

The primary requirement of the proposed building will be to deliver ten bedrooms, which can be used individually or in interconnected suites, to provide immediate emergency accommodation for displaced individuals/families in line with the Council’s statutory obligations.

The contract will be in two phases, 1) the new build and, 2) subsequent rehabilitation of several areas within the existing blocks of flats.

The completed complex is designed to provide a much needed facility which will allow the Council to extend assistance to individuals/groups often in desperate straits. The design is intended to complement the existing street scape and while maintaining a domestic scale seeks to avoid an institutional appearance.

The construction of the new build section will employ a timber framed, single storey, superstructure clad externally with rendered blockwork and built off an in-situ concrete slab. The roof will be formed with a pitched, insulated metal deck supported by timber trusses/purlins.

In line with WLC policy the building will incorporate renewable technology in the form of ground source/heat pump underfloor heating with domestic hot water being largely provided by a solar/thermal array. High performance windows and insulation levels in excess of statutory requirements will contribute to the building’s low carbon footprint.

The first phase of the project ie the new construction extends to approximately 710m² and comprises the following accommodation – Entrance foyer;General office and waiting area;Manager’s office;

4no interview rooms;Staff amenity room with kitchen/laundry;Secure store;10no bedrooms with en-suite facilities;2no staff bedrooms with en-suite facilities;Residents kitchen;Residents laundry;Male/female/disabled toilet provision and Plant room

The present management team at the location is currently accommodated in the ground floor of Mossview (151-173). These staff and the current residents of both blocks of flats will, of necessity, require to remain in place while the works progress, and relevant control measures will require to be put in place to exclude any interaction with the site works. It is intended that the second phase of the works will comprise the rehabilitation of various areas within the existing buildings and to this end the staff element will relocate to the new facility as soon as this can be made available. The works to these vacated areas, together with other areas on the ground floor of the block opposite, will have been addressed/programmed at the outset and will require to comply with all relevant CDM considerations.

External areas will incorporate a replacement drying area/bin store and be largely grassed with access pathways linking the building’s fire escapes. These paths will additionally provide a surface water attenuation system employing an extended granular sub-base.

Minimum standards and qualification required

A Pre-Qualification Questionnaire will be issued to all applicants responding to this Notice.

Please note there will be a number of manadatory Pass/Fail elements

(such as the standard Financial, Insurance, Environmental etc criteria) comprising the first phase of evaluation but particularly important is the following;

The Applicant must have completed at least one project within the last 5 years as the Principal Works Contractor, for one of the following:

Local Authority project exceeding £1m in value

Project involving phased construction

Project involving Community interaction

Project involving Contractor Design elements

Project involving Ground Source Energy retrieval

If you are unable to meet this initial criterion, you should not request a PQQ as this would invalidate your application at the first stage.
