Royal Mail Group (RMG) requires facilities for a Delivery Office which should be located within the areas mentioned in point II.1.2 above. RMG is seeking expressions of interest from anyone who may have an interest in land, including options upon which to construct buildings for RMG, or who may have existing buildings which may be adapted appropriately for use by RMG for Delivery Office use. RMG is considering a number of scenarios including:
(I) Land purchase only;
(II) Land purchase and construction of a shell (base) building (potentially on a design and build basis);
(III) Land purchase, construction of a shell and fit out works.
RMG is willing to consider acquiring the freehold or leasehold of land and / or buildings that are appropriate for its use having either been developed or adapted for it.

The selected site will need to be capable of housing a delivery office, yard and associated parking. The area of the site should be in the region of approximately 1 – 2.5 acres and be capable of accommodating an operational building of 45 000 sq. ft approx. The contract may include fit out works.

Requests to participate will be accepted from groupings of economic operators (consortia). In the event of a successful consortium bid, the Contracting Authority reserves the right to require groupings of entities to take a particular legal form and/or require that a single consortium member takes primary liability or that each member undertakes joint and several liability irrespective of the legal form adopted. Where a subsidiary company is used, the ultimate parent company may be required to provide a guarantee in respect of the performance of the contract by the subsidiary before acceptance.

Description of particular conditions: This contract will require staff working unsupervised on any Royal Mail Group sites to have undergone appropriate Security Vetting. Further details of this will be issued in the tender documents if shortlisted.

Accordingly contract performance conditions may relate in particular to social, environmental or other corporate social responsibility considerations. Section I.1 – the contracting authority is purchasing on behalf of all entities within the Royal Mail Group excluding Post Office Limited.
Expression of interest: please ensure that you submit an expression of interest promptly to the contact at 1.1 requests to participate so your details can be recorded. Following full completion of the expression of interest phase you will be sent information on how to access the PQQ.
The PQQ will close as noted in lV.3.4.
RMG may require suppliers to supplement or clarify the information submitted in the PQQ and may also undertake its own audit of the supplier to verify the information provided.
Tenders and all supporting documentation for the contract must be priced in sterling (unless otherwise specified in the contract documents) and written in English.
Any agreement entered into will be considered a contract made in England according to English law and will be subject to the exclusive jurisdiction of the English Courts.
Royal Mail Group is not liable for any costs incurred by those expressing an interest in tendering for this contract opportunity. Royal Mail Group reserves the right to terminate the procurement process (or part of it), to change the basis of and the procedures for the procurement process at any time, or to procure the contract by alternative means if it appears that the contract can be more advantageously procured by alternative means.
