The Girdwood Infrastructure contact is being let by Central Procurement Directorate on behalf of the Department of Social Development in Northern Ireland. The project is for the provision of access infrastructure and site services for the redevelopment of Girdwood site. Girdwood is a brownfield site, approximately 6.5 hectares in area, located behind Crumlin Road Gaol/Mater Hospital in North Belfast. Currently there are proposals to provide social housing, a community hub building, sports pitch and indoor sports facility on the site.
The project will provide the infrastructure to service the proposed developments and will include the detailed design and construction of the following works:
— site clearance and earthworks (including disposal of surplus material off site);
— retaining walls;
— approximately 810 m of access roads and footways;
— car parks;
— cycle routes;
— foul and storm drainage;
— power, gas and water supplies;

Precise information on deadline(s) for lodging appeals: This procurement is governed by the Public Contracts Regulations 2006 (as amended) and provides for economic operators who have suffered, or who risk suffering, loss, or damage, as a consequence of an alleged breach of the duty owed in accordance with regulation 47A or 47B to start proceedings in the High Court.
A standstill period will commence at the point information on the award of the contract is communicated to tenderers. That notification will provide information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
Any proceedings relating to any perceived non-compliance with the relevant law must be started within 30 days, beginning with the date when the economic operator first knew, or ought to have known that grounds for starting the proceedings had arisen.
