Wirral Community Health and Care NHS Foundation Trust (WCFT) was formed in 2013 and provides high-quality primary, community and social care services to the population of Wirral and Cheshire East. The Trust plays a key role in the local health and social care economy as a high-performing organisation with an excellent clinical reputation.
WCFT has an average gross annual turnover of approximately GBP 81 000 000 and employ almost 1 700 members of staff, 88 % of who are in patient/service user roles. Clinical services are local and community-based, provided from around 50 sites across Wirral, including our main clinical bases, St Catherine’s Health Centre in Birkenhead and Victoria Central Health Centre in Wallasey.
In order to align the Trust’s physical environment with their forward thinking clinical strategy and to seek greater benefits for the wider Healthcare Economy of Wirral, the Trust have engaged with the Marine Lake GP Medical Practice in West Kirby to develop integrated proposals for the provision of a Health and well-being centre in the town.
As a development with secured funding by WCFT and NHS England, the new building will provide approximately 2 200 m2 of accommodation for health and social care services, with a small provision for a commercial opportunity space on the ground floor.
The completed Health and well-being centre will play a key part in the provision of health services to the local community, as well as supporting wider health and care initiatives in the area. The building will be jointly occupied by community health and care teams and the GP Practice, being the key tenant, with opportunity for delivery of coordinated and supportive services. The Trust, and the GP’s, are keen to explore opportunities to develop opportunities to integrate with local initiatives that help to support the well-being of the community.
The new facility will provide the following key elements:

— health education facilities,
— community health consulting rooms,
— podiatry treatment rooms,
— integrated care team base,
— support accommodation — offices, meeting rooms, conference room.

Following selection to tender by means of an OJEU compliant pre-qualification process using the PAS 91 Construction pre-qualification questionnaire the Trust aim to confirm five contractors to be invited to tender for the construction work on the basis of a two stage procurement process. The form of contract is anticipated to be the JCT 2016 Design and Build Contract. The contract will be amended to incorporate the contract requirements of the Trust. Details of any proposed amendments to the contract standard terms will be provided with the tender documentation.
