Hackney Homes, acting on behalf of Hackney Council is progressing options for the procurement of building repair, maintenance, renewal and improvement works in relation to the housing stock (32,448 dwellings), public buildings and associated assets owned by Hackney Council.
The current range of building related works includes major repairs, renewals and improvement both external and internal elements, including roofs, kitchens and bathrooms, lifts, controlled access doors, planned preventative maintenance, mechanical and electrical services, works to void properties, responsive repairs, renewal, and improvement works.
The anticipated values for the works packages set out in VI.2
Hackney Homes has developed an innovative approach to partnering procurement and supply chain management, for Decent Homes based on the PPC 2000 and TPC Contract and for Planned Maintenance and Responsive Repairs
The Options Appraisal process that we have conducted focused on the best way to procure the Works and Services. The options may include specialist contracts for:- external building elements including installation, servicing and maintenance of lifts, CCTV, lightning conductors, and provision and maintenance of controlled access.
Separate contracts may also be let for specialist electrical and communal works.
We would like to specifically explore alternative service models for LIFT servicing, all encompassing maintenance,and replacement. To this end we seek to make contact with lift specialists and intend to hold separate meetings with potential contractors in order to discuss potential ways forward prior to determining the procurement model. We are particularly interested in companies able to provide an innovative integrated installation, servicing and all encompassing whole life asset maintenance regime over a longer contract period. Contractors are also invited to discuss an expanded scope of service, such as assuming entire responsibility for responding to customer alarm calls including autodialling maintenance and associated telephone or GSM contracts.
We also wish to explore prospective roles for SMEs (including BMEs) and specialist trades contractors across all works stream; and, in particular, the best ways to maximise a ‘one-visit’ focus with regard to works carried out within Residents’ dwellings, and to void properties. This is in order to achieve greater efficiencies of time and cost in areas that have previously been regarded as separate trade based works packages.
It is intended to invite expressions of interest for Contract 1 at the end of July 2013, and for the other contracts from August 2013 onwards.
We are interested in receiving responses from established construction companies that possess substantial financial and technical capacity and experience and, in particular, are willing:
(a) to deliver improvements upon or alternatives to our current partnering and supply chain models;
(b) to take responsibility for the management and delivery of diverse, multi-million improvement and maintenance programmes including the procurement, direct management and co-ordination of diverse supply chains within the Supply Chain Management process adopted by Hackney, including micro-enterprises and BMEs.

The Lots currently being considered are listed below with CURRENT ANNUAL values. The length of each contract will be for at least 4 years but no final decision has been taken at the point of issuing this notice as to full term of the contracts. The list is given as an indication of the works elements within each lot and will be set out in detail at the information day:-
